That's SOP here in PA. I posted a comment in the thread on the topic. While Wolf isn't a friend of firearms that is how the emergency declaration works. Generally not enforced. They throw out those declarations because it puts them in position to request Federal funds. We have a late small game season right now and we have a lot of state owned game lands. I'm sure most who are hunting them don't have a clue they technically need LTCF. I'm not sure an LTCF is available to youth so they would be left out.
