The amendment is an attempt to confirm or deny reports that Pentagon researchers — at places such as Fort Detrick in Maryland and Plum Island in New York — implanted diseases into insects to learn about the effects of biological weapons and also looked into using such insects to disseminate biological agents.

It is very unlikely that they did that, because there is no way to control who the ticks bite. That is not to say that it was not done, but some hazards are easy to figure out, even for an egg head scientist. They would have put themselves at risk. Biologic warfare is just that way, it is dangerous to everyone, and not just the enemy.
