    M80's work pretty good and you don't need to build a dam to implement them, just a lighter and a landing net.

    In respect, you can grab spawning salmon by the tail if MDNR are not around. Even so, since there are hydro dams local, the whole area is under watch, plus the gold in the Muskegon
