Don't know about on the water. But, here, property owners give no quarter to game wardens.
We have farm land all around us. Thousands of acres. Part of one property is only accessed by a steel bridge over a channel. Lots of hunters, (including my guy) cross that bridge, which was put there by the property owner. So, along comes a Game Warden who crosses the bridge and parks. He goes wandering probably for several hours looking for hunters to harass.
By the time he gets back to his truck, he finds a huge tractor parked on the bridge.
He calls the property owner, and was told; "You did not have my permission to be on my property. I'm at home, eating supper, and will be there in the morning."
I'm sure the Game Warden called someone for a ride. Robert never had any Warden's park on his property again.
