    The idiotic enthusiasm is what worries me.

    The cold, hard reality is that we, the populace as a whole, cannot stay within their homes for more than a week (maybe two in some areas). They simply do not have to food available to them. That and add to the fact that police forces will be overwhelmed by calls, it makes these things a joke.

    Unless you live right on top of people, going in your backyard isn't going to infect your neighbor!

    And how long will it take until hungry people help with the enforcement?

    The way I understand it, Martial Law can be declared by either, and yes, it should be damn near impossible to enforce.
