High-powered explosives have gone missing from Marine Corps Air Ground Combat Center Twentynine Palms in San Bernardino County, California.
"Sources report that approximately 10 pounds of Composition C-4 disappeared during a long training exercise two weeks ago," KGTV reported. "They also believe the manufactured plastic explosives may have been stolen."

Ten pounds can do a lot of damage if, the person knows how to rig it right.
But the ten# is nothing in the overall picture.
A one pound block of it can be used as a booster/initiator to ignite ANFO of any quantity.

Ten pounds of C4? I don’t see how that is enough to worry about. Now if it was 100 pounds, with blasting caps and det cord, then OK. That might be cause for concern.

You could make a couple nifty anti-personnel devices.
A claymore mine is composed of 2 pounds of C-4 and 700 steel ball bearings, for example.
But you would still need the proper blasting caps to set it off.
You can light it with a match, and it will burn but not explode. We used to heat C-rations that way.

Of some training got a bit carried away and a little more was used up. That would not be a first. Blasting caps can be made with a .223/5.56 case but not 100% effective. Round it up dig a whole put it in add C4 cover it up when done. Repeat.
Playing with C4 some times it went a little over the top.
