This is a used but in good condition genuine Grip Pod from GPS, which is a combination of a forward grip and bipod with picatinny rail attachment. This is the mil spec model with polymer covered stainless steel bipod legs, which are used by the US Armed Forces. These are $150 new from places like Brownells.com.
